To serve the people of Haryana with utmost sincerity and loyalty.

I have served Haryana for the last 35+ years, both as a part of the government and as an opposition leader. I have proven my leadership skills in almost all government departments, party organizations and its front organizations. I believe in positive politics for development of the State and up-liftment of the society. Sectors like Irrigation, Power, Agriculture, Health, Education and Finance which play a big role in development have been of special interest to me. I have proven my political and administrative skills in crisis management. I played a key role in forming the INLD-BJP coalition governments in Haryana in 1987-91,1999-2005 also played a vital role in managing the political crises during this period.

As Finance minister of Haryana I was instrumental in making Haryana the first state to implement the financial reforms suggested by the Centre with Dr. Manmohan Singh as the then Union Finance Minister. Haryana also became the first state to implement VAT when I was the Finance Minister.

As Home minister of the state during the period of militancy, I was able to curb the menace completely in Haryana.

Having been elected to the Haryana Vidhan Sabha for the 6th time, I am the senior most Congress legislator in the current Vidhan Sabha.

Following are the important positions I have held in the past which enabled me to do my bit for the people of Haryana:

  Leader of Opposition (Haryana): 1991-1996.

Experience & Achievements:

        Academic qualifications and pre-electoral politics experiences:

MA(Political Science) and B. Ed from Punjab University

1972- 1977: Assistant Professor of Political Science, Dayanand and CRM Jat College, Hisar

1977- 1979: Political Secretary  to Ch. Devi Lal, the then Chief Minister, Haryana

 Electoral Politics:

Elected to the Haryana Vidhan Sabha for six times: 1982 , 1987, 1991, 1998 (Bye-Election),2000, and 2009:

May, 2009 Parliament Election : Contested from Hisar Lok Sabha constituency.  Lost this election by a narrow margin of around 6900 votes against the late Ch. Bhajan Lal. INC candidate Mr. Jai Parkash was at no.3. After 3 months I defeated Jasma Devi wife of Bhajan Lal from their pocket borough, Nalwa Vidhan Sabha seat with a huge margin of 10901 votes as candidate of the INC. I had quit the INLD in July, 2009.

Other experience:

1980: Election convener during the  7th Lok Sabha Elections

1981: State Youth Party President till 1984.

1984: District Party President, Hisar till 1987

National General Secretary of Samajwadi Janta Party under the leadership of Late Sh. Chander Shekhar Ji.

Conferences, Workshops and Meetings

Attended conference of Leaders of Opposition of different States at Bombey and Goa during 1991-1996.

Attended National Development Council meetings five times on behalf of Haryana Government.

Attended meetings of Inter-State Council many times. Attended meetings of almost all Central Ministries on behalf of Haryana.

Played an active role in preparing National Water Policy Draft which was passed by Lok Sabha and is pending in Rajya Sabha.

Public Interest Issues

Saved Rs 522 cr. of consumers of electricity by presenting their case for five and half hours, before the Electricity Regulatory Commission while deciding Revised Tariff in the year 2008-09.

Saved Rs 4148 cr. of tax payers and consumers by filing objections, suggestions before the Haryana Electricity Regulatory Commission for the year 2009-10.


Reading Books on various aspects to bring mass change in the society

Writing critical analysis on Govt policies, budgetary provisions and Indian Economy.
